ADVISE coordinated development planning for an aviation support facility in Lungi, aligning operational requirements, site dependencies and stakeholder decisions before detailed delivery commitments.
The challenge
The facility concept involved several operational users whose requirements had not been reconciled into a common brief. Airside interfaces, landside access, servicing and security responsibilities needed careful separation, while land and approval dependencies affected the development sequence. Individual discussions were progressing at different speeds. The sponsor required coordinated project development without treating preliminary stakeholder interest as permission to construct or operate the proposed facility.
Our approach
ADVISE established a project brief, stakeholder map and decision register, working with aviation specialists to identify operational and approval requirements. The team coordinated user consultations, site information requests and concept reviews, recording assumptions that needed formal confirmation. Development activities were sequenced around dependencies rather than presentation deadlines. Reporting distinguished completed analysis, outstanding authority engagement, design questions and sponsor decisions, with owners assigned to each action.
The result
The project progressed with a coordinated development pathway and a clearer account of the conditions required for subsequent stages. User requirements were consolidated without concealing differences that still needed resolution. The sponsor could commission specialist work against an agreed brief and track decisions through a common record. The coordination structure also prevented preliminary design preferences from being mistaken for confirmed operational, land or regulatory approvals.
