Ducor Heights Residential Delivery
- Monrovia, Liberia
- 2021
- REAL ESTATE
BUILD managed the delivery of a hillside residential scheme in Monrovia, taking the project from stalled foundations to completed occupation under a restructured contractor and procurement regime.
The challenge
The scheme had stalled with foundations poured, three contractors disengaged and no reconciled cost position. Drawings did not match what had been built, materials procurement ran through informal channels, and seasonal rainfall made the hillside platform unstable. The owner needed certainty on remaining cost and a delivery structure capable of surviving the wet season.
Our approach
BUILD commissioned a measured survey of completed works, reconciled the design against site reality and issued a revised construction package. Procurement moved to scheduled tender with defined specifications and payment tied to verified milestones. Slope stabilisation and drainage were brought forward ahead of the rains, and weekly site control covered labour, materials, safety and quality with a single accountable chain of reporting.
The result
Construction restarted on a verified baseline and ran to completion with cost and programme reported against a fixed reference. Units were handed over with commissioning records, warranties and a maintenance schedule. The owner received an asset with complete documentation rather than an occupied building of uncertain provenance.
Outcomes
- Stalled scheme returned to verified baseline
- Milestone linked procurement and payment
- Full handover and commissioning records
